JOSM is easy, and doesn't have to be tedious. You only need to learn how to make stub extension placeholders, and use "Replace Membership" to transfer them into the targets. Then delete the inapplicables, and the stubs.

`highway=` is a functional classification that should be decided between junctions. This section is a `=motorway` continuation. `motorway=no` can be used for the exact legal extent.

You could understood it as HK proper. While HKSAR includes the Shenzhen Bay Border Crossing inside, which would not be seen as HK.
This follows changing Kowloon from `=city` into a `=region` by considering the conflicting `population=` definition of HK, although the PRC users seemed more concerned about rendering. 2.1. The `=rcn` are controversial. Them existing now doesn't mean they must be correct, discussed, or recognized. 2.2. For `route=ferry` again you have misunderstood what "direction" means here. They have a direction, only that both directions are stored in the same object. This is actually the most common in `route=road` , unlike HK.
