Interchange redesign to "diverging diamond" interchange

We have street name as "Palmer Street" here. Geobase indicates "Palmer Avenue" except in the southernmost block. Address ranges also say "Palmer Avenue" except on that southernmost block (where I don't think there are any addresses actually?)

What is signed in reality?

Also Canada Post says all addresses on Palmer Avenue are in East York - we currently have southmost 3 houses partially or fully in (old) Toronto - is there any license-compatible way of finding out where the border is?

Is way/197081088 really currently brownfield? Was anything there in the past? On satellite it looks just like an empty field - that's a greenfield not a brownfield.
