As I understand what you describe, you intend to put the same information on both but you actually can't do that (I mean physically, it's not a policy).

A substation is a facility and it doesn't have primary and secondary sides.
voltage=a;b;c applies on such perimeters if you wish to document different voltages.
You may find up to five or six different voltages in a given substation with different transformers.
Primary side of one transformer is the secondary of another and so on. Then what does "primary" mean at the substation level?

The intention is valuable and anyone will appreciate it. However primary, secondary... don't exist for a substation and then we shouldn't use those voltages with power=substation, should you?

J'ai remarqué que vous avez utilisé la clé utility=* sur certains poteaux avec des valeurs multiples.
Pourtant il es recommandé de ne laisser que la valeur principale.
Par exemple sur les supports enedis (operator=Enedis), seule utility=power est valide.

Pourrez-vous faire ces quelques modifications svp ?

Many power=substation objects combined with voltage:primary, voltage:secondary... in your area caught my attention.

primary, secondary, tertiary and so on relate to power transformer interfaces. A transformer is a device inside a substation, which is a facility.

See wiki : voltage:primary=*

According to history, those substation were described with voltage-high/low a few years ago, and replacement guidelines lead to voltage:primary/secondary on those facilities.
This will encourage confusion between power=substation and power=transformer.

According to you, is it possible to only use voltage=* with power=substation please?
This is huge work, no rush, we could discuss it if necessary.

This looks like a pipe flow section, no air in the duct between inlet and Rians outlet. See wiki for differences between both canal and pressurised.
Can you restore it accordingly please?

It sounds to be a real problem, which won't be completely solved by observing the small changeset encouragement.

If you are monitoring these changes with OsmCha, let them know how this issue occurs and ask them to check with country limits instead of bbox which can overlap different countries even with small areas.

This is valid for many places in the world, because using bbox is not appropriate.

This is data quality management changeset, moving country specific tagging to reviewed one.
Although I agree and try to refrain myself to make large changesets when contributing, such a changeset worth to be known by people monitoring one specific area within covered country.
We'd better helping each other on such topics. Those nudges could at least ask for particular context to understand what it's all about.

Yes they are, Trift and Arolla tunnels are flooded tunnels and actual canals (not pressurized, channelized water course)
There is no pipeline involved here, it's pure mountain digging.

In this part of the facility, every tunnel that aren't inverted siphons are tunnels, not pipeline (combining tunnel=* and man_made=pipeline means the pipeline is in the tunnel)
