If multiple facilities are in a building, just use a node for each feature inside the building. Let me know if you have any questions.

The building= tag is needed to describe the feature.
I would suggest tagging it as building=apartment and removing the landuse and residential tag.

#TIP: If that it actually a driveway, then it should be tagged as highway=service + service=driveway. highway=unclassified is basically a rural residential street. OSM was started in England so we use England's highway classification system. Takes some getting used to.

It's not good to tie unlike features to others. I unglued the park from the street. Later if the park or street changes geometry, ungluging the features takes time.

Thanks for following up. Mapping is OSM is fun, but there are so many different ways to tag features that it can be difficult.

Check out the counties online parcel map. https://scopi.snoco.org/ These are likely owned by the HOA. The houses around the streets seem to carry the same address as the existing roads. You obviously know the area better than me so if you think they are named streets, then according to the county, they would be named 121st Avenue Southeast and 122nd Avenue Southeast. I do tend to tag these as highway=service when I see them.
