If possible, use sidewalk=* as a placeholder for mapping a new way as highway=footway, footway=sidewalk along the centerline of the sidewalk later. This greatly helps pedestrians, and is indispensable to blind users.

Please keep in mind the default for state highways is secondary unless it's plain that it's operating as a more major road. Bog standard rural two lane state highways are definitely secondary.
