This changeset has been reverted fully or in part by changeset/61174430 where the changeset comment is: Areas are preferable to nodes to describe areas.

Neighborhoods as areas is highly preferable to neighborhoods as points. Points tend to only be used where the edges are not readily visible.

In general that would be best to split off the tail if it's a true self-intersecting way. A loop is not a self-intersecting way.

I like it, that's a good way to handle a uniquely-Oklahoma thing. Though I'd have gone with cbd_oil instead of CBD_Oil to match the lowercase preference for values.
