If you look at virtually any aerial imagery, you'll notice there's a median grouping the eastbound left turn lane with the westbound lanes here.

I think you got it right, just seemed like an unusual park.

OK. I take it you're not local to the area? For some reason I got into my head that you might have been a new mapper.

No problem. Finer point of British English influence on mapping in the US.

footway - Trails and sidewalks intended primarily or only for foot travel, usually too narrow for two bikes to pass each other. Assumes bicycles are not allowed. Add bicycle=yes if bicycles are allowed.

path - Multiuse path. Usually in the form of an asphalt paved trail, wide enough for two bikes to pass, but not wide enough to support unrestricted high speed cruising.

cycleway - primarily built for cyclists, almost always has signage and/or pavement markings and lanes. Assumes pedestrians aren't allowed, add foot=yes if they are. May have a sidewalk.

The crosswalks could use a little work, since they shouldn't connect in the middle of the intersection but the way you're supposed to traverse the intersection.
