Well, for example, on the north junction, both the onramp and the offramp had tags for forward and backwards lanes despite being oneway.

Not quite how to fix this... Layer=-1 is below ground. No layer tag is necessary here, just split the way where it enters and leaves the building, the inside part gets tagged tunnel=building_passage
