The US in general suffers from upward classification creep in general, but Texas definitely has a pretty severe case of it. Good rule of thumb is if there's multiple possible classifications, the safest bet is the lowest sensible option. Most people and routers don't really care about nitpicking at the low end, but on long distances, how the high end gets classified matters quite a bit for more rapid elimination of lower quality routes.

Spur 30 is one of the Texas secondary highways, which is third level. It's not a particularly well travelled route, so I don't really think upgrading it was particularly warranted. In general if there's two highway=* values that could apply, the lower of the two is probably the better option.

This is clearly a bad edit. I 40 is not the name of this road, it's the ref, and it was already tagged. The name is signed regularly along this section and the source:name=* tag clearly indicates when it was renamed. See also osm.wiki/Names#Name_is_the_name_only

Also was this surveyed as having actually been changed on these segments for the speed limit?
