Your edit seems good but looks like you guys using filter so it hide previous highway (with different tag?) and shows "crossing highway" in JOSM.

This is outside Surabaya but no worries about it, you pointed the problem well.
You are correct, those seems to be hanging segments. Usually we prefer to leave it as is, since it has clear visibility based on imageris i.e Bing, rather than to delete/make a force connection.
