This road is so important because it is a major road traversing the city centre to the extent that only franchised buses are allowed to ensure smooth operation. When people sketches a road diagram of Central this is one of the first roads to mind. highway=service is totally inappropriate for use on such major roads. They are used for driveways, access slips, etc. which does not form part of the road network.

The fact that motor vehicle is not allowed has no relationship to the fact that the road is a major road inside the road network. No one in the right mind will think that Des Voeux Road Central in the city centre is a "service road".

There is no "brand" for routes 960X / 968X. (It does exist for Cityflyer routes or H1 / H2)

The designation should follow the schedule of routes order, i.e. "過海路線 Cross Harbour Route".

The definition in the wiki does say it does not contain a road network in the circle. The existence of Tai Tam Reservoir Road with branches INSIDE the circle make the circle not meeting the definition already.

A circle which qualify will be the one near Kwun Tong Ferry Pier, or the one at Cherry Street / Hoi Wang Road. Upon arriving these junctions the road sign indicates a circle, there are no road inside the circle, and there isn't right of way in the circle.

When I'm driving through it using OsmAnd it tells me to use the 3rd exit at the circle, but I'm expecting to drive it straight on.

You are saying Lesnoy-Morskoe is out of Lithuania so irrelevant. But shouldn't the mapping to be harmonised across the same geographic place even across a country border? Nida was mapped as a town and Alksnynė was mapped as a hamlet many years ago, just like Morskoye mapped as a hamlet and Lesnoy mapped as a village and everybody is happy in the southern part.

Also, how can the road "Taikos g." be reasonably marked as unclassified as it is one of the main road to Nida?! Everyone drives on it from Zelenogradsk to Nida!

The access roads to other villages on the spit, including Morskoye and Rybachy, are all marked "tertiary" with far fewer traffic due to the scale of the settlement!
