It's confusing in the iD editor because the shared path and the busway are rendered the same, but one has construction=cycleway and one has construction=unclassified. If you take a look at the map (e.g. here: osm.org/#map=19/-36.90811/174.85871) you can see that there are now two shared paths along the busway |

Refer to osm.wiki/Highway:International_equivalence In Auckland, highway=primary is used exclusively for roads that are considered an "Urban Route" (the white shield on road signs), refer to https://en.wikipedia.org/wiki/Auckland_urban_route_network There is no reason why these roads should be tagged as highway=trunk. They are no different to any other "urban route" in Auckland. |
