OK, I understand, thank you. I have some suggestions:

A good way to communicate about OSM is using changeset comments (like this discussion), because then everyone in the future can see it.

The "ref" tag is typically used for highway numbers or codes - some more detail is here: ref=*

If you want to leave your contact on specific feature, the best tag for this may be "note" or maybe "fixme" - but normally shouldn't be necessary, because everyone can just leave a comment - just like I did.

Finally, I see that in the meantime our colleague @$O changed the name already into Kurdish script - I guess this shows the need for us all to agree on how to name features so we can avoid going back and forth :)

This is one landuse polygon - it is used to tag what is the area used for: way/848808144

And here are neighbourhoods (Garak):

The two types of things are independent from one another: first is physical use of space, second is administrative division. It makes sense to tag Garak with a name, but less so an area of landuse.

This is an interesting edit, I like the site_level=* schema for hierarchical organisation of camp admin subdivision. Is this written up anywhere? I can't find any documentation, and this is the only camp where I think this has been done, if I'm not mistaken?

Separately, I think there's a bit of tag duplication between the node with admin_centre role of the relation, and the M'bera relation itself. Do you mind if I clean it up?
