perhaps my question was not as focused as I hoped...

I think that
"Nov-Feb 8:00-dusk || dusk-00:00 off"
can be safely replaced with
"Nov-Feb 8:00-dusk"
because both expressions only allow allow access from 08:00 until dusk.

Am I missing something about the impact of the "|| dusk-00:00 off" suffix?

The new tags are correct.

In the future, you may simplify things by using just 2 tags:
1. "access=yes" sets the default
2. "motor_vehicle=no" sets the exception

Thank you for your edits in Israel.

Please note that the Israel OSM community has discussed the use of diacritics (Nikud), and decided to avoid using it in OSM "name" and "name:he" tags.

Specifically to this edit, according to the OSM wiki at railway=platform
and
highway=platform
the "name" of a platform is the name of the platform itself, if it has any, not the station/city/place.

Please note that when you tag the gate at
node/1553664801
with "locked=yes" it completely blocks navigation through that gate, even for pedestrians.
I have received an e-mail that says the gate has an opening for pedestrians.

What are the facts on the ground?

Hi,

In this edit you have added parking aisles in the way/1071047910 parking lot.

However, the parking aisles are not connected to any nearby road, and therefore cannot be accessed by car.

The meaning of "water=no" is not specified in the OSM wiki.

If you meant that water do not flow on a regular basis in this stream, then this is already specified by the "intermittent=yes" tag.

I've removed the "water=no" tag. Please let me know if you meant something else.
