No, it's not auto-added but most of the apps can calculate streets for specific city. Which app do you use? Maybe there is a problem with admin area around.

I checked this street both in OsmAnd (android app) and direct on OSM and in both cases it's in Hod Hasharon. So, I believe that a problem is in Organic maps app, please report them a bug.

no need to put addr:city on roads. addr is for specific object only like house or amenity.
also, usually there is no real need to add addr:city tag, since all items are already in a bigger city polygon. (same applies for addr:country)

there are no standard tag values in Hebrew, for such purpose please use building:apartments
building=apartments

tag "street" doesn't exists. please use addr:street instead.
