По сравнению с ним приоритет только у табличек на зданиях (например, на соседнем по крайней мере недавно была табличка с номером 17а, при том, что в кадастре 29). Появилась ли на этом доме табличка? Если нет, то всё же приоритет за адресом из кадастра...

They can, in case that road passes through a building as a passage. You need some visual confirmation from the ground to determine that (like Mapillary, Wikimedia Commons or... well, there are few other sources that you can legally use for mapping OSM).
