Humph... I guess this requires some knowledge of how the cable cars work and what is needed to make them work again. But I lack it.
I would put more attention on whether the condition is marked with a separate tag (whichever) or with a prefix. With a separate tag disused=yes / abandoned=yes, the object will still be shown on most maps; while a prefix pretty much deletes it from most maps (the info will still be present in the OSM database, but pretty much useless).

Yup, and this is described by sidewalk=no tagging. A (theoretical) router may be set to ignore roads with such tagging. But otherwise, people are free to walk on the rightmost lane of the road, keeping close to the side.

Please be careful. You have drawn the sidewalk right across the building. That is wrong: either it should go beside the building, or in case it goes as a covered passage through the ground floor of the building (and only in such a case), the sidewalk should be separated into several parts that have common points with the walls of the building, and the middle part should be tagged as covered=yes or covered=colonnade and so on.

The last time I saw them (a year ago), the cable cars Itkvisi - Darkveti, Tsopi - Avarioni and Sapara/Mgvimevi were still there, with cabins hanging from the cables. Has anything changed? Have they been cut down?
