Hi! It has been decided not to use the English translation from the street signs, as it's not consistent and sometimes completely wrong (like "dead-lock" instead of "dead-end"), see osm.wiki/WikiProject_Georgia_Abkhazia_South-Ossetia#Road_Type
In this case "raise" has a different meaning in English than აღმართი in Georgian. "Ascent" is closer and has been used in other sources.
However, for the purposes of searching, it's always a good idea to add the spelling from the street sign to alt_name:en

Yes, if you don't know the particular name of this police station, it would be better to remove the generic name. If you edit the map using iD (that is, just from the browser) and select this node, iD will show you a warning 'Police has the suspicious name "Police" in English'. The same goes for "Bakery" bakeries (including "თონე"), "Market" shops and so on

Hi! This is a generic name and should not be added as such. (All the needed info is provided by the tag amenity=police.) However, if you know it, you may add the particular name of this police station like "Police department #777" or "Police station of Chughureti District".
Also, you used an incorrect symbol for the first letter, ჴ instead of პ

Really, a monument? Of the size of the Arc de Triomphe or Kartlis Deda? Or one that somebody can theoretically enter into?

Cadastre at maps.gov.ge still labels this house as ფერდობი ნუცუბიძე , მიკრო/რაიონი II , კვარტალი III , კორპუსი N9, but I agree that it's logical that according to the new addressing scheme Avto Varazi 14 should be somewhere here. Is there a new address sign at this building?

If the edit included only the shifting of node positions, I definitely wouldn't have reverted it. But it also changed "tracktype" — and most inexplicably removed "surface" — to give an impression that the road has an artificially improved surface, while the roads in question are with natural surface. In my perception, this is a more valuable piece of information. If you would be able to separate the changes, that would be really good!
