This note is about the "כרמי יוסף" track - way/972214916
As far as I understand (and see in wiki), "leisure=track" is "A dedicated track for running, cycling and other non-motorised racing such as horses, greyhounds, typically not a part of the normal network of ways and paths.".
I'm 99% sure nothing of this exists in this area. It just has multiple bicycle routes.
