It's a rural road that straddles ag land, but it it's not meant solely for land access. It's a public road maintained by the county, designated a number in the county route network, and connects two state routes.

I do not agree with combining highway=* and man_made=embankment onto the same way. This is semantically concerning, as the same way cannot be both a road and an embankment. If you want to tag that an embankment is associated with the road, use embankment=yes. Or map the edge of the embankment separately like I did here.

Sorry if the ? was harsh, but I was genuinely confused. As I understand, tracks are for land access, and they're typically private. But this road is public right of way maintained by Perry County and designated with a route number.

These were the original ones from TIGER, but they were far off from correct location. Another mapper nearly a decade ago drew them in at the correct place without moving/deleting these, and so I am now.

This normalized the tagging of name "Old Highway 21" by putting it in alt_name and old_ref, and it added ref tags for county road designators, a bridge over Charles Creek (I am reasonably confident that's not a culvert), and a segment of said creek

This is the name found on signage in street-level imagery. Property records in the area, however, do use Veterans Drive. I went with the signage, though.
