For freecall numbers that work whilst overseas (ie 13 13 13) use +61 XX XX XX as per the wiki guidelines osm.wiki/Australian_Tagging_Guidelines/Australian_features#Phone_Numbers
To get the + symbol on a mobile device numeric keypad you may need to do a LONG press on the zero.

Hi Lachlan - OSM has many users who all do different things. I do lots of quality assurance on common errors (unit numbers, phone numbers, incorrect tagging as well as lots of addressing issues) Collectively we all make the map a better product. Enjoy your mapping!
