After discussions with other mappers, upgrading I Street to primary along the same stretch as J. Even though it's a bit less busy, it's most analogous to J there.

Upgrading the entirety of J street from the I-5 ramps to 16th. It's one of the busiest conduits into downtown, with up to 5 lanes of traffic. The exits from town going to I-5 are split (I Street and L Street) there and can likely remain secondary.
