Indeed this type of road seem to be constructed now quite often in Benin.

Often they begin with the main road. They leave some space for the frontage road, but doesn’t construct it with asphalt. In this state, people often use it in both directions (no oneway). Later on, when urban development continues, they often construct the frontage roads with asphalt. Starting from there on, they are used as oneway roads and this is also enforced by the police…

You’ve added various connectors between frontage roads and main roads. Are you sure these exist on the ground? It’s a little bit difficult to see this on aerial imagery, but at least for Carrefour Kpota and the other connector northwards, I’m quite sure that they don’t exist on the ground.

When you add a rectangular building, you could adjust the geometry: In iD (with which you are editing OpenStreetMap), do a right-click on the geometry and choose the thierd item (“Make rectangular”).
