How can this be South Pacific Street if the portion continuing past Avenue A is also named South Pacific Street?

Is Ennis Street 2 lanes or 4 lanes here? Very hard to tell, it seems odd to have an obvious 4 lane street (Wheeler Street) end in a T intersection with a 2 lane street.
