Does the track road to south connect with public road above

There's a "South Ring" to both the north and south of this point. Should the northern one just be Ring?

When I went from Cobh to Spike Island on a tour we went west around Haulbowline as apparently there is a big sand bar somewhere there. Should the route be changed?
