Idk what to say about the case of names on the sidewalk. I'm surprised, never had seen this before. Wiki says "There is no consensus on whether this is necessary" osm.wiki/Sidewalks#Sidewalk_as_separate_way

If you want to add that the street is narrow, the correct tag is maxwidth=* but I usually only use this tag where there is an explicit sign.
For pedestrian, it's highway=pedestrian.

When you see highway=secondary, you know it's not a pedestrian street.

Define "weird". On a 1-way street, a sign can only be applied to that direction.
So I delete these tags when I notice them (even if I was focusing on something else such as maxspeed), as they are duplicate info.

If the highway is one-way, the sign's direction is implicit. Tagging the direction is only useful when we can drive both ways.
