According to our understanding even though school is publicly owned and maintained, it can't be accessed by random people due to child safety concerns. It should be open to parents, children, school staff and deliveries who will have all the necessary permissions to access the road. Moreover private is not completely restrictive tag, according to OSM wiki vehicles can access private roads on individual case to case basis. If you have any other suitable tags to replace the existing one, please suggest the tag, I will change it accordingly.

Thanks for your response. I've added access=private because usually general public aren't allowed to industrial complexes. However, I'll be happy to correct this. Please share the information about the access after your visit.
