Your creation was wrong, and that was for the highways that are ongoing construction works, visible in the imagery or on the ground. For this combination, do the following,

* highway=proposed
* proposed=*

Alternatively, use this tag instead, proposed:highway=*

Why did you say "add a proposed road" when you added a highway as under construction? Wonder why.

I do say that I did include lanes and surface and other more I did add for that large improvement (and also an extension). I haven't worked in Indonesia for a long time just because they all seem no problem at all or for other reasons. My answer for that layer issue was I did extend Jl. Tol Samarinda-Bontang using JOSM editor. You know when you draw on an existing way, it continues and causes little problem at all.

How can cars or trucks go to the other side of the Magsaysay PNR Flyover when that link is deleted? Then, the service road will cause a little traffic if the PNR South Line is in service. Reality shows that the cars or trucks going to Nagtahan were on the other side of a PNR Flyover using one lane.
