The name field is for real names only, not descriptions like "New houses are being built". Also building=house is for individual houses not a development area of multiple houses

What do you mean by surface=3? Also this way is not connected to anything at it's Eastern end, this is topologically incorrect and means it is not useful to routers.

No exit is a hint to routers, the JOSM validator warns when not added. Connecting highways to areas such as buildings without a node tagged as an exit is also considered bad practice and the JOSM validator will warn for such usage. Validators are not to be blindly followed but in this case I believe the flags are valid.
