Hi. I think it IS a road. Maybe not a residential road, but still a road. Or at least, was a road, maybe it is closed now.

I did some photo mapping around this intersection earlier this year (uploaded to Mapillary), and you can see barriers there. There are gaps between the barriers, so it is still physically possible to do any turns.

Hi. I think there should not need to make the water area below bridges (like Jambatan Residency here) as inner of the water relation. The river is still there. You can just make the bridge level=1. Software may also think logically when water or waterway overlaps a road, the road should be 1 level above it.

Speaking about real data, what is the source of your data? I hope you're not copying from Google Map or other maps. Or is it from a government department? I don't think we can use that here either, unless you got permission.
