No cars, no unclassified roads. Inconsistent tagging is typical for HOT activities. What I sometimes do is filter by road type and length. And then simply remove the selection. Afterwards the remaining roads can be reworked and formed into a network.

imo too narrow for a unclassified highway. As a remote mapper I would decide like Michiel M. way/588748741 looks in my eyes even more like a path. The nearby border makes tagging even more complicated

What's wrong with "construction"?
It's the current state of the road.
Once we have access to updated imagery, we know which roads have to be be reviewed first.

It isto early to draw residential roads here. Please wait until new imagery is available
Alternativ you can tag highway=construction. The layout of the buildings may give a hint of how the final road layout may look like

(tracks Damit machst du anderen nur unnötige Arbeit. highway=construction weil es offensichtlich noch nicht fertiggestellt ist. Hier sollte man erst weiterarbeiten wenn neue Bilder zur Verfügung gestellt werden.

At the moment ESRI Imagery are more recent then bing in most parts of Harare . It is obviously a planned street layout here. So I would assume that this little connections are temporary shortcuts or leftover tracks. Once the development of this area is finished they will disappear. Maybe they are already gone.

I sometimes recomment to estimate the width of a road this way:

In Josm zoom in until the scale reads ~ 5m
Draw a 3m line underneath the scale. While the line is still highlighted hit "cntl" + "o". Now you have a circle 3m in diamter. Move this circle over the roads. Only when this circle fits over the complete waylenght, the road can be tagged as "track" or better. In doubt, always tag the next lower classification, or don't map the road/path at all.

In my Opinion all this ways should be tagged as path.
