Is this a two-way road yet per its note=*? oneway=* was removed.

Also, is highway=motorway_link most appropriate here? Is this seen as a continuation of both the on-ramp and the off-ramp?

What are the sidewalks like here, now that (I think) the off-ramp is closed here?

What's the intersection geometry here? Can vehicles travel north on the overpass? Traveling east, do they go through the traffic calming islands before making a left onto the overpass? Can vehicles heading southbound on the overpass turn to the I-5 northeast-bound on-ramp?
