Level should be =1. Ground floor is =0. The issue is likely due to confusion on StreetComplete due to the lack of explanation that level=0 is the ground floor.

looks like the striping here changed so the west seattle bridge ramp and harbor island ramp has separate exits from the main roadway, instead of splitting from one ramp

This junction is incorrect. The West Seattle bridge is a second exit from 99, not a Y from the first exit. This is correct on google maps if you look there.

There are no marked crossings because the property south of 65th is currently fenced off. It's really just a continuous sidewalk.
