What is the source of this name?

This is still not a road and it looks like the last changeset is based on something incorrect. This section going north and around almost to the circle is a private parking lot for the apartmerts - private road, not a road and this error is dangerous.

It is a service road ONLY at the western edge of the apartment complex.
