Good idea to both create an alert and discuss it in a wider forum and add it to good practice. I refer beginners a lot to read good practice. It would also be easier for you to comment linking there on any annoying changeset like this.

I suggest you both put energy into changing JOSM which makes it really easy to make these (unwanted by you) changesets without any warnings or even showing how big a bbox the changeset results in.
I will try to remember, but I see quite a lot of worldwide changesets and it is not effective to complain to each and every user making them when the tooling is the problem (it should of course be possible in both osmcha and osm.org to easily filter away big bboxes which would completely aleviate the problem IMO. Or restrict the possibility to create such a changeset in JOSM if you are not a member of say the data working group. (WMF implemented group roles long ago, I see no good reason why we should allow anything for everyone in OSM)

Hi Marc. Thanks for the feedback. I can try to avoid world changesets. Is there a reason why this is desirable? I have not seen this request before during my years of mapping.
If you really want to do something about these changesets I suggest you create a ticket for JOSM so that it either splits into multiple changesets automatically or in some other way avoids this.
I will use extrapolation from now on :)
I agree the fixme tag is perhaps not that helpful because it is really not meaningful to have a locality without a name.
Maybe we should just get rid of all localities without a name?
