It's weird, because actually I gotta told that I can freely put schools in a residential area. But see this: way/838564036
This school is in the middle of a warren (lots of soviet blocks). In Moundsville, the school is clearly not in a residential zone.

Oh okay, i'll modify it then (when i can, because my eyes are a bit red now). I actually know where the commercial area is, the schools in my opinion are inside the residential area, that's what I did in Rákospalota, Budapest. "Iskola" means school in hungarian. so by this, i have to redraw the whole residential area.
