Did the name of the governorate (admin_level=4) really change? The wikidata you set points to a village and the wikipedia article is also a tiny village. The wikipedia article (https://ar.wikipedia.org/wiki/%D8%AE%D8%B1%D8%A8%D8%A7?uselang=en) says the village is in As-Suwayda Governorate.

Use the 5+4 if possible. Most tools (I work on geocoding) will import both and fallback to the 5 digit automatically. Brazil, Nederlands are similar. I think we agree. Kingston (relation/6577227) and Saint Andrew (relation/6577862) are parishes. But "Kingston and Saint Andrew Corporation" (relation/319355) can't also be a parish because it's "just" both combined.
