Perhaps, but based on the content of the changeset comment, this being a politically volatile region, and that the editor only has this edit as of now, it may not be a mistake.

This edit is nothing more than politically motivated vandalism. The existing "name" was correct for the Russian administrative division. You should not copy the name from the Ukrainian administrative division and use it for the Russian one.

Your comment makes no sense. There's no reason to remove useful data, which is vandalism, just because you don't like it. People around the world speak Russian, and as such, OSM is not useful for them if a large portion of Ukraine is missing tags in a specific language because a few editors want to remove said tags for nothing more than nationalistic reasons.
