Hi Paul,

I've actually never been to Florence. But still nice to meet you here. I actually write all my changeset comments by hand.

Even though I can understand the reasoning behind your large changesets, I still think it makes sense to restrict them regionally. I work with OSMCha and Achavi and there such large changesets (especially in the quantity as in your case) generate an IMHO completely unnecessary background noise and thus only complicate the locally concentrated work during the review.
In addition, these large changesets take an extremely long time to load in these tools, even if there are only a few changes in total.
It can happen to anyone that you accidentally jump from one continent to the next, for example with MapRoulette, and forget to upload in between. No problem. But I think you're using a system that can be adapted for the empathy of everyone else. Since your changes look semi-automated anyway, it shouldn't be a problem to restrict them regionally.
