Not for all objects the data was already in the [old_name:de], for majority of them you added it, so where does this data come from? Arcanum maps? What is the license of the data there?

There are no German names for Polish suburbs. These are historical names and we cannot add historical names here in the name:de tag. They can be added in the old_name:de. Big cities or some popular tourism attractions do have German names - so the big German cities have Polish names.
You are new to OSM so please read osm.wiki/Good_practice#Don't_map_historic_events_and_historic_features and osm.wiki/Verifiability and add historical names to osm.wiki/Open_Historical_Map

I meant not about where these names would be visible [name:de], but from where you got this data. You wrote "Vgl. Orte in der umgebung" which I understood as "See places in the area". Which places?
BTW please use Polish or English in the changeset comments when you edit Poland.

Wrocław suburbs have no German names. Maybe they had before 1945. And if so, old_name:de is the right tag.

Could you write exactly where these names are visible?

You are not the first person that adds these names. As you can see, for example, here node/1601122872/history these names have been removed many times.
