The surface tag shouldn't be used for that!

The tag time=* is worldwide used almost 35000 times. 27 of those are in the format "time=nn sec" and they all are used in or around Hamburg.
Almost 34000 are in the format "time=yyyy-mm-ddThh:mm:ssZ". Those 34000 all have unique values and are in use around the world. Most of them seem to indicate the date the edit was made.
