From my experience, not all floors are occupied, and there are often more floors than clinics (presumably offices?). I also doubt that there would be many "minor" clinics in such a rural remote location. As I said elsewhere, if you are not sure, maybe don't do anything and wait for someone to do a survey?

Is there physical separation along the entire way? Aerial imagery seems to show the middle section is not separated, although it is not very clear.

I doubt this. It's a `=transition`, meaning it's actually a lane sharing a cross-section with the rest of the highway. The 50 km/h sign would usually start later.

This seems wrong. You can see a 50 km/h road marking starting after the section you edited.
