I have reverted this changeset in changeset/176289492 for the following reasons:

1. You have a history of messing with osm data in an attempt to fix a problem with your router.
2. Misunderstanding on how routers work; they don't always update instantly.
3. Please don't delete ways with 10+ versions of history and redraw it.
4. Geometry is worsened after redrawing.
5. Tunnel snapped with unrelated building.
6. Changed `layer=` from -1 to -7 for no apparent reason.
7. `name:en` removed for no apparent reason.
8. I am pretty sure the official name is 中九龍幹線, not 中九龍幹綫.

I think we can simply believe in the website. Quoting you from note/3209599, "I don't think you need a survey for this. If the (official!) website contains wrong data then it's entirely their problem and we have no obligation to help them clean it up."

2. Understandable. But then, `=clinic` is an obviously wrong tagging, and with how few people are seemingly interested in this topic, I don't think you can ever find an obvious and uncontested replacement without more attention. Maybe post on the forum?
