there are a lot of deletions here in this changeset. Are you confident, that Maxar indeed is the latest imagery?
Bing and Esri show buildings you have now deleted. It seems that they are newer.

this import has quite a few issues. There are duplicate nodes and segments, overlapping boundaries, self-intersections and an unclear source. There are also tags that are not accounted for like "id".
I suggest you check the data you have imported until now and clean it up before you upload any other. Some issues have already been fixed by other users.

Since you are using JOSM feel free to use the validation tool from JOSM because it should warn you about some of the issues when all data is dowloaded.
