The price displayed on the barriers for access is 50p -- and there's a note at the stairs nearby to expain the reason for charging it. Sometimes, though, the barriers are open and the fee is waived.

Would adding fee:conditional=yes and/or charge=0.50 GBP here make sense?

I couldn't immediately find a bakery/cafe named Confelicity here -- there is a bakery named Seeds for the Soul on the same side of the street and near-or-at the same address, though.
