You can consult the Wiki to find the right tags:

what you say is true, the town of Piuro doesn't exist anymore, but is still exist as municipality (or "Comune sparso"). Town and municipality are two different entities. As a matter of fact, the node you deleted was tagged as place=municipality (I quote from the Wiki: "L'uso di questo tag è quindi limitato per indicare i comuni sparsi.") I don't understand though, why you deleted it in Prosto and created a new "Piuro" node in Borgonuovo?: node/9191134844
