I think this is something we haven't properly defined because there is no documentation about variable lane layouts at toll plazas, and the barriers look very movable unlike the bollards on the EO9 (source: https://www.mapillary.com/app/?pKey=1747333549086334). I think we should take this question to the forum, with you starting the topic at https://community.openstreetmap.org/c/communities/gr/68. My personal recommendation is to make a distinction between fixed and movable barriers when deciding whether to split or merge the ways.

Sadly, I do not think it is a good idea to split the ways at the toll plaza, mainly because there are reversible lanes, like on the Aston Expressway in Birmingham. I think that we could describe the layout of the merged toll plaza way with lanes:forward=*, lanes:backward=* and lanes:reversible=*.
