I thought I'd point out that TIGER is not an authoritative source for town/city boundaries like this. This linework is reflective of a "Census Designated Place", which usually, but not always, follows a city's boundary (if known). CDP's are built by Census as convenient tools for aggregating data, not as an authoritative city boundary dataset.

Thank you for improving the map! One thing you could consider is to use a relation and make these points a "label" for the larger area. Normally that's used for administrative areas like cities and states, but it might work for this, too?

One of the tenets for OpenStreetMap is to not "tag for the renderer" (osm.wiki/Tagging_for_the_renderer). If OpenRailwayMap doesn't show the labels for an area, then please work to fix OpenRailwayMap's rendering and don't pollute OpenStreetMap with duplicate data that might confuse others.
