Смешно пишете. С предмета обсуждения съехали на собеседников и другие личности. Наверно не хотите выдавать свои аргументы.

Правила картографии остановок - это к рендерам.
Вы данные в базе OSM редактируете.
Посему тут правила OSM как что вносить И какой стиль русского языка где применять.
С улицами в своё время приняли решение и "канцелярский стиль" (слово улица впереди) решили не применять, а вот с остановками такого решения не было и тут вопрос возникает заново.
Как писать?
Как на табличках, как в документах, или согласно одному из стилей русского языка.

На яндекс панорамах я вообще больше табличек на остановках и встретить-то не могу.
А на гугле панорамы старее, зато та же табличка видна отлично.

Намного лучше, когда таки именно навигаторы понимают правильно внесенные данные.
