Hi, from what I have observer, a road usualy have a single name, here it seems to be the descriptiuon of the road (Dump Road ) followed by Plum , then underscores, then trail.

This seems odd, you have the local knowledge :)

Based on the images on OpenStreetCam, i see that there were cars driving on the opposite way as soon as 2017-04-10 21:39:20

Have you been on the ground to check this information or there were a news article or press release that says that the HOV lane it`s not reversible ?

I have changed it back to reversible, if this is wrong, please do change it.

From what i have seen in this changeset, the only difference is that the names are expanded.

If this is a local rule you should specify it, because in OSM the general rule is to have everything expanded.
